A way to setup the PC to make startup programs start one by one?

When you start up computers, all the programs are trying to start up at the same time and it takes every resource the computer has making it sluggish at the startup.

Is there a way to make the programs start up in a specific order?
Like, this one starts, only after this one has finished loading completely.

Or maybe put a numerical value to each one, making the computer wait till the value ends to start the next program. This I’m talking about is not the system programs, but installed programs like Skype, Yahoo Messenger, and that sort of thing.
